You are 100% correct sir but I'm too darn impatient to wait for addon developers to fix there issues so I just grabbed the latest version of the NoTaint_UIDropDownMenu from wowinterface, over-rid the old version of the library in the titanpanel folder and all is right in the world again.

The latest version of Titan panel is using a "corrupt" version of NoTaint_UIDropDownMenu. Until Titan panel fixes this (the devs are informed) you should either disable titan panel or downgrade it from v5.11.5.

EDIT: If you don't want to roll back or wait for a fix, just head over to http://www.wowinterface.com/downloads/info22630-NoTaintUIDropDownMenu.html download and extract that folder and toss it into your Interface\AddOns\Titan\libs folder and overwrite the one that is there

That should fix the error while the addon developers do the same.

I am getting the same issue and I wonder if the add-on you are referring too is Titan? (part of Titanpanel). It has the same DropDownMenu files that appear in the error code.

I can confirm that your suspitions are correct Vanvlrach, I disabled Titanpanel on mine and the error and issue goes away.

Seems as if RCLootCouncil and Titanpanel are currently in a fight to the death. Strange since they've been friends for so long.

Hopefully one of the dev's will push out a fix for these overlaps.
