    The disposable turret has a whitelist per default, probably forgot to change the tooltips regarding that. Gona take a look at the hand crank bug. It is intended that the tier 1 turret is non upgradable.

    RF energy is avaialable for 1.10.2 via RFTools and EnderIO and as far as I know even Immersive Engineering.
